This is resolved when he takes a paternity test to prove that the child isn't his but finds out that he has Klinefelter Syndrome. His ife finds out the truth and Frank is damaged by the idea his daughter isn't his. So from that moment he lived his life with decisions on playing cards shuffling them and picking them one at a time.
